Council Gives Guidance on Two of the Recently Passed Referendum Questions Following Workshop

The Portland City Council issued guidance on two of the five recently passed citizen initiative referendum questions following a November 10 workshop and executive session. The Council went into executive session to get guidance from the City legal team. Following the executive session, the Council issued the following guidance on the minimum wage and marijuana referendums. 


At the conclusion of the workshop, Mayor Snyder offered the following summary:

"We reviewed two of the five citizen initiated ordinances in executive session with our lawyers.  More specifically, we reviewed the minimum wage and marijuana ordinance amendments. We were advised on the legal implications and risks of various options for moving forward with each proposal, and the Council gave guidance to staff on those various options. We ultimately advised staff to (1) enforce the minimum wage ordinance under its plain language which indicates that it’s terms shall take effect in January 2022; and (2) to continue to award licenses under the marijuana ordinance."   

Based on Council guidance, this means the ordinance provisions for Question A (minimum wage) are not effective until January 2022 and City staff will not be enforcing the ordinance until that time.
